Merge branch 'integrate-parallel-work' into main

Land EI-2 (negatively terminated via PATH B), gate-1/2/3 audit doc surface, characteristic/ scaffolding, and post-EI-2 governance files (STATE.scm, META.scm, AGENTIC.scm, INDEX.adoc) onto main as the post-EI-2 trunk. Set-N branches (set-1, set-2, set-3) will be re-created from this state.
