chore: remove manually-copied hesiod manifest from submodule mount point

The hesiod-dns-map.manifest.ncl was manually placed in the submodule
directory for testing. Remove it to avoid conflicts when git submodules
are initialized -- the manifest lives in the standalone hesiod-dns-map repo.
