feat: implement intsoc-transactor — Internet Society document transactor
Phase 1 MVP of a generalized tool suite for checking, fixing, and submitting documents across all Internet Society organizations (IETF, IRTF, IAB, Independent Stream, IANA, RFC Editor). 8-crate Rust workspace: - intsoc-core: domain model, stream-aware state machines, validation - intsoc-parser: RFC XML v3 (quick-xml) + plain-text (winnow) parsers - intsoc-fixer: fix engine with AutoSafe/Recommended/ManualOnly tiers - intsoc-nickel: Nickel template rendering + policy validation - intsoc-git: Git integration via gix (pure Rust) - intsoc-api: IETF Datatracker + IANA API clients - intsoc-cli: CLI binary (check/fix/submit/status/init subcommands) Also includes: - ReScript TEA + Tauri 2.0 desktop GUI scaffold - Nickel contracts, templates, and stream-specific policies - Haskell megaparsec parser scaffold (Phase 2) - Idris2 ABI + Zig FFI stubs (Phase 3) - Full RSR template infrastructure Reconciles two PRDs: IETF Draft Auto-Correction Tool Suite + IETF Forge, generalizing scope from IETF-only to all IntSoc organizations.
