chore(ci): replace per-repo governance copies with shared bundle wrapper

Per verisimiser#59 / standards#81: the ~8 portable governance workflows
were duplicated per-repo (a drift engine). This deletes the local copies
and adds one governance.yml that calls
hyperpolymath/standards/.github/workflows/governance-reusable.yml@main.
Load-bearing build/security workflows are untouched. Idempotent.
