Manifesto: articulate the assurance turn (#54)
Purpose: connect assurance, evidence, contestability, and particularity to the manifesto. Authority affected: philosophical WHY only. Files changed: README.md and AGENTS.md. Generated files: none. Tests: git diff --check. Evidence status: philosophical proposal, not operational policy. Non-goals: Trustfile grammar, CI detail, MAA specification, conformance claims. Unresolved tensions: source assurance pack unavailable. Human decisions required: editorial and philosophical review.
