docs(state): replace rsr-template-repo residue + bump last-updated (#27)

.machine_readable/6a2/STATE.a2ml carried literal rsr-template-repo
template strings (project name / repo URL / display name) and a
stale 2026-01-03 last-updated stamp. Estate-wide cleanup (21 repos
in this campaign). Empty status fields untouched — those need
per-repo audits.
