fix(ci): bump k9-validate-action SHA to pick up brace-counting fix (#14)

Picks up hyperpolymath/k9-validate-action#7. The old SHA had a brace-counting bug that hid pedigree.metadata.name from the validator. Closes every Dependabot PR blocked on 'Pedigree block missing name field'.
