docs(governance): CRG v2.0 STRICT audit — C (declared) -> E (honest)
Two-grade demotion. But the structural finding is more important than the
grade: 20 files on main carry unresolved git merge-conflict markers
(<<<<<<< HEAD ... ======= ... >>>>>>>) committed silently at
5fe78cf "Merge branch 'main'". Affected files include:
- README.adoc
- MAINTAINERS, TESTING-REPORT
- 14 workflow YAMLs: rust-ci.yml, codeql.yml, scorecard.yml, and 11
others. GitHub Actions cannot parse these — every RSR workflow has
been silently broken since the merge.
This defeats the D-floor "RSR compliance mandatory" clause before any
C-specific clause is tested.
Secondary findings:
- STATE declares 95 tests across 8 named suites; only 59 #[test]
attributes exist on disk; 5 of 8 named suites have zero corresponding
files (smoke/e2e/reflexive/contract/aspect all absent).
- 4 of 8 Cargo workspace crates are 6-LOC stubs (honestly labelled in
STATE — partial credit).
- docs/ is 2 files only — thinnest annotation surface of any audited
C-candidate this session.
- Zero per-crate READMEs (0/8).
- No [dogfooding-status]; dogfood-gate.yml exists as infrastructure,
not evidence.
Priority D-floor recovery action (sized S, unblocks everything): resolve
the 20 merge-conflict markers on main so workflows can run at all.
STATE.a2ml updates recommended (not executed): crg-grade C->E,
completion-percentage 65->45, drop 5 unverifiable test suites,
add [blockers] ci-broken.
