ci: refresh standards reusable pins to current HEAD (d7c2271) (#52)

Re-pin the hyperpolymath/standards reusable workflow SHAs to the current
`standards/main` HEAD `d7c22711e830e1f383846472f6e9b99debdb201e`.

This refreshes: hypatia-scan.yml governance.yml scorecard.yml

Why: consumers pin these reusables by standards commit SHA; the prior
pin predated the current HEAD (which carries the `actions/cache` v4.2.0
repair, the scanner `GITHUB_TOKEN` wiring, and the `--exit-zero`
findings-upload fix). Refreshing to HEAD clears the `scan / Hypatia
Neurosymbolic Analysis` failure and the workflow-staleness check.

Propagation of hyperpolymath/hypatia#464. Mechanical pin refresh only.
