fix: seam audit — SPDX headers, copyright lines, consistency fixes

Fixes across 6 submodules:
- Added copyright lines to all grammar.ebnf and references.bib files
- Fixed SPEC.core.scm copyright attribution (correct author format)
- Fixed WokeLang consent contradiction (system-specs vs axiomatic-semantics)
- Fixed Oblibeny grammar license (was MIT, now PMPL-1.0-or-later)
- Fixed Ephapax SPEC.md license (was EUPL-1.2, now PMPL-1.0-or-later)
