ABI Layer 2: prove forbidden actions are never permitted (ethical safety) — flagship Idris2 proof (#33)
## Summary Raises phronesiser's Idris2 ABI to **Layer 2** with its first flagship semantic proof. phronesiser's headline is provably safe ethical constraints for AI agents; this proves the **core safety property**: a forbidden action can never be certified permitted. `ActionPermitted` has no inhabitant for a forbidden action, the certifier is proven sound (`Permitted ⇒ ActionPermitted`), and `forbiddenNeverPermitted : Not (...)` is the headline safety theorem. Mirrors the estate flagship-proof pattern: action/policy model, uninhabited bad case, sound+complete `Dec`, certifier proven sound, positive + negative controls. ## Changes - Adds `src/interface/abi/Phronesiser/ABI/Semantics.idr` — `Action`/policy, `ActionPermitted`, sound+complete decision, `certifyPermitted`/soundness, and the safety theorem `forbiddenNeverPermitted`. - Registers the module in `phronesiser-abi.ipkg`. ## RSR Quality Checklist ### Required - [x] Tests pass — ABI builds clean (see Testing) - [x] Linter clean — zero warnings - [x] No banned language patterns - [x] No banned functions — genuine proof - [x] SPDX headers present - [x] No secrets ### As Applicable - [x] ABI/FFI changes validated — additive proof; FFI untouched ## Testing Verified with **Idris2 0.7.0**: `idris2 --build phronesiser-abi.ipkg` → exit 0, zero warnings. **Adversarial check**: a deliberately-false proof (certifying a forbidden action as permitted) was rejected. `build/` removed. 🤖 Generated with [Claude Code](https://claude.com/claude-code) https://claude.ai/code/session_01A6PSzJWpRxtzGDjUCEh7Mx --- _Generated by [Claude Code](https://claude.ai/code/session_01A6PSzJWpRxtzGDjUCEh7Mx)_ Co-authored-by: Claude <noreply@anthropic.com>

||| Flagship semantic proof for Phronesiser: ethical safety of action gating.
5+
|||
6+
||| Headline domain property ("Add provably safe ethical constraints to AI
7+
||| agents"): a deontic policy partitions an agent's candidate actions into
8+
||| PERMITTED and FORBIDDEN. We define an `ActionPermitted` proposition that
9+
||| has NO constructor for a forbidden action. Therefore a forbidden action
10+
||| can NEVER be certified permitted — the safety guarantee an ethical
11+
||| constraint engine must provide. The decision procedure is sound AND
12+
||| complete (returns a genuine `Dec`), and the certifier's soundness is
13+
||| machine-checked: if `certifyPermitted a = Permitted`, then `ActionPermitted`
14+
||| holds. Positive and negative controls pin non-vacuity.
15+
|||
16+
||| This is not a runtime test: every fact below is discharged by the Idris2
17+
||| type checker. The negative control `forbiddenNeverPermitted` is the core
18+
||| safety theorem in `Not (...)` form.

40+
||| forbid (it carries harm); `Inform` / `Query` model benign actions.
41+
|||
42+
||| The verdict field is the faithful link to the deontic model in Types.idr:
43+
