feat: initial implementation of Presswerk print router/server

High-assurance local print router with embedded IPP server, mDNS printer
discovery, document scanning with perspective correction and OCR, and
formal verification via Idris2 ABI proofs.

6 Rust workspace crates (10,219 lines), 5 Idris2 ABI files, 3 Zig FFI
files. 61 tests passing, clippy clean.

Crates:
- presswerk-core: shared types, errors, config
- presswerk-security: age encryption, audit trail, TLS certificates
- presswerk-document: PDF ops, image processing, scan enhance + OCR
- presswerk-print: IPP client/server, mDNS discovery, job queue
- presswerk-bridge: iOS (objc2) + Android (JNI) native bridges
- presswerk-app: Dioxus 0.7 UI with 9 pages and tab navigation
