Rebased onto current main (the previous branch conflicted because codeql.yml was rewritten by the reusable-workflow adoption). Reduces scheduled CodeQL runs against the shared account-wide Actions budget; per-push and per-PR scans are unchanged. Cut 3 per standards#288.
