feat: initialise RattleScript distribution

RattleScript is AffineScript pre-configured with its Python face.
Write Python-style syntax, get affine resource semantics and typed WASM.

- Cargo.toml + build.rs + src/main.rs: thin Rust CLI wrapper that
  pre-injects --face python into every affinescript invocation
- examples/hello.rattle + examples/ownership.rattle: starter files
- justfile: build, run, check, install, update-affinescript recipes
- affinescript submodule: all language logic lives there; sync via
  `just update-affinescript` after each affinescript release
- RSR template structure: full standard scaffold (workflows, docs,
  machine-readable manifests, verification stubs)
