chore(ci): delete corrupted security.yml

The file was corrupted with random space insertions throughout and referenced a removed container-scan job in its notify needs: list, so GitHub couldn't parse it. Its CodeQL/secret-scanning/dependency-review/rust-audit functions are already covered by codeql.yml, secret-scanner.yml, scorecard.yml, and rust-ci.yml.
