chore(license): flip 123 PMPL→MPL-2.0 SPDX stamps (#47)

Per 2026-06-02 estate license policy. sanctify-php LICENSE is MPL-2.0.
Source SPDX drifted to PMPL-1.0-or-later from legacy carve-out era. Same
shape as neurophone#102, ephapax#285. Submodules excluded: none.
