Updates the technical-conferences venue table to the 2026-2027 cycle;
adds EuroRust as a first-class entry (previously absent); marks Strange
Loop as sunset 2024. Adds a new "2026-2027 Cycle Submission Mapping"
section that walks the operator's three priority venues — FOSDEM 2027,
EuroRust 2026, ElixirConf 2026 — and maps each to candidate abstracts
already in the asset bank. Surfaces the EuroRust gap explicitly (closest
existing abstract is too broad for EuroRust's Rust-systems audience; a
focused AffineScript→typed-wasm abstract should be drafted before the
May-2026 CFP window). Docs-deliverable side of the project-board
"Conference proposals" item; submission step remains gated on each CFP
opening + operator go/no-go.
