lol: move v-lol + v-gateway to v-ecosystem for donation

V sources were ported to lol/api/zig-gateway/ earlier today. Per the
donation-staging policy, V sources go to developer-ecosystem/v-ecosystem/
for handover to the V community, not deleted outright.

- lol/api/v-lol/ → developer-ecosystem/v-ecosystem/v-api-interfaces/v-lol-i18n-lib/
- lol/api/v-gateway/ → developer-ecosystem/v-ecosystem/v-api-interfaces/v-lol-gateway/

The Zig replacement at lol/api/zig-gateway/ is build-green and unchanged.
