feat: initialize stackur visual container stack designer

- ReScript-TEA frontend with Deno runtime
- Paragon-style UI (GParted-inspired block layout)
- WCAG 2.3 AAA accessibility (7:1 contrast, ARIA, Braille)
- Dark/light mode with system detection
- GraphQL backend schema (Elixir + Phoenix planned)
- Validation via Idris2 + Ephapax/Rust
- Code generation via Rust NIFs
- Full semantic HTML + XML metadata for AT
- Integration with verified-container-spec ecosystem
