docs: restore full RSR_COMPLIANCE content lost in Item 11 tail (#44) (#45)

**Remediation.** The Item 11 tail dedup (ubicity#44) classified
`RSR_COMPLIANCE.md` as a stale duplicate and deleted it, keeping a
**1383-byte generic-template** `.adoc`. But that `.md` was a
**14138-byte real compliance audit** (actual per-section scores like
`Documentation 15/15 ✅`, coverage targets, per-criterion evidence) — the
`.adoc` was *not* a faithful superset, so substantive content was lost.

This restores it: the canonical `.md` (recovered from git history at
`f3db1db~1`) is converted to AsciiDoc via the vocab-preservation–gated
converter (**100% token coverage, 0 missing**, 13.8KB) and replaces the
template stub.

The other 5 Group-B pairs (KnotTheory.jl ROADMAP,
nextgen/ubicity/recon-silly-ation/v3-templater MAINTAINERS) were
verified **faithfully promoted** by the same tail sweep (100% coverage)
— only RSR_COMPLIANCE regressed.
