docs: production charter — roadmap to v1.0.0 rewritten (owner ratification: D1–D5) (#160)

Rewrites the stale 2026-01-29 `docs/ROADMAP_TO_V1.md` (Sonnet-era,
targeted v0.10; ~half its milestones have since shipped) as the charter
for the orchestrated multi-agent production-gap project.

## Contents

- Audit-verified current state (736 tests green, 3 proof holes,
tested-not-mechanized correspondence, POSIX gaps, RMO stubs)
- Seven workstream lanes (A: POSIX keystones, B: seam sealing, C:
test/fuzz expansion, D: proof expansion, E: correspondence
mechanization, F: RMO/GDPR, G: ops hygiene) each tagged with its
orchestration profile (fan-out vs keystone)
- Four phases with mandatory fan-in reviews
- **D1–D5 owner decisions as explicit phase gates**, with provisional
recommendations that merging does NOT ratify:
- **D1** what "production"/v1.0.0 means (rec: verified artifact gates
v1.0)
- **D2** correspondence approach for #93 (rec: hardened
tested-correspondence now, verified-kernel v2.0)
- **D3** the 47/58 `Test <test@example.com>` commits (rec: .mailmap, no
force-push)
- **D4** RMO/GDPR v1.0 scope for #92 (rec: best-effort + proven audit
residue + documented hardware boundary)
  - **D5** orchestration budget/cadence

Ratify by answering D1–D5 (or accepting the recommendations), then mark
ready and merge.
