fix(repl): silently skip comment lines starting with #

Comments (lines starting with #) were being treated as commands and
producing "Command not found" errors. Now properly skipped in REPL.

Changes:
- REPL: Skip lines starting with # (along with empty lines)
- Parser: Reject comment lines with "Empty command" error
- Add test for comment line rejection

Test results: 70 unit tests passed (+1 new test)

Fixes seam identified in manual testing.
