chore(crg): confirm grade C — CI-red is infra not code quality

GitHub Actions billing resolved 2026-04-27. CI inspected: all
remaining failures are estate-wide SHA-pin breakage (CodeQL
6624720a57, OSSF Scorecard runner) and ECHIDNA pipeline infra,
not valence-shell regressions. The (a) CI-confirmation caveat from
the 2026-04-19 audit closure pass is now discharged. Grade C
formally confirmed.
