fix(licence): prepend SPDX-License-Identifier header to LICENSE

Adds the `SPDX-License-Identifier: MPL-2.0` first-line marker the estate `check-licence-consistency.sh` governance script requires, followed by a blank line preserving the existing MPL-2.0 text intact.
