feat: initialize verisimdb-data as standalone repo

Scan results, dispatch logs, recipes, patterns, and bot directives
extracted from the verisimdb source repo. This is the data layer for
VeriSimDB's Hypatia integration pipeline — git-backed flat-file storage
for panic-attack scan results across ~300 hyperpolymath repos.
