Step3 manifest (#102)
Merge origin/main into step3-manifest with conflict resolution by intent, full local verification (cargo build/test/clippy -D warnings/fmt — 118 tests, 0 failed), and resolve-at-source CI fixes: hypatia-scan.yml env.HOME + full canonical template adoption, PR-comment gating, and CodeQL switched to language: rust (cleared main's pre-existing baseline red). All checks genuinely green. Co-Authored-By: Claude Opus 4.7 (1M context) <noreply@anthropic.com>
