chore(ci): delete codeql.yml — no JavaScript/TypeScript source in repo (#17)

Doomed-CI cleanup: this repo's `codeql.yml` targets
`language: javascript-typescript`, but the repo's Linguist top language
is `Just` (the build-tool) and `gh api search/code` confirms zero `.ts
/.tsx/.js/.jsx/.mjs/.cjs` files. CodeQL's `analyze` job therefore exits
with "configuration error: no source files" on every PR — pure noise.

`governance.yml` (calling the standards reusable bundle) remains as the
load-bearing policy gate, and `secret-scanner.yml` /
`hypatia-scan.yml` continue to provide security analysis appropriate
to the actual content of this repo.

Identified by an estate-wide doomed-CI audit on 2026-05-27 (Track A —
CodeQL language matrix mismatch). 36 repos match this class; this is
one of the pilot deletions.
