Add HLRR_WIFI Hitachi states and hi_kumo_europe device data (#2086)

## Summary
- Add `hlrr_wifi:*` states (DiagnosticCode, FanSpeed, FilterCondition,
LeaveHome, LocalMode, MainOperation, ModeChange, Name,
OutdoorTemperature, ProductModelName, RemoconControl, RoomTemperature,
RSSILevel, Swing, TargetTemperature, TemperatureChange) to
`OverkizState`
- Add `core:WinterModeState` and `io:WinterModeSupportedState` to
`OverkizState`
- Annotate the `HLRR_WIFI` protocol with its id/description
- Add the `hi_kumo_europe` device catalog data and regenerate
`docs/device-types.md` (now 27 protocols / 479 device types)

## Notes
These changes are auto-generated from the Overkiz API metadata (enums
via `utils/generate_enums.py`, docs via
`utils/generate_device_catalog.py`).
