User reported seeing unfamiliar project IDs (`ee38416c…`, `dc288835…`, etc.) in the savings dropdown.

**Root cause:** Vitest test suite (`reference_monitor.test.ts`, `postgres_backend.test.ts`) writes synthetic test rows with agent IDs `alice`, `bob`, `agent-alpha`, `agent-beta`, `agent-pg-test` to the **shared production PG**. The recovery script `migrate-sqlite-to-pg.mjs` then imported those test rows as legitimate telemetry.

**Fix in this session:** wiped the polluted rows. **Long-term fix needed:** test isolation — vitest should use a separate PG database, or skip when `ZC_POSTGRES_DB` matches a sentinel. Flagged as TODO.

The developer broadcast MERGE without echoing the task field (`broadcasts.task=''`). Synthetic tests always set `task=X`, so this was missed. The resolver required `task = $1` match → returned `reject_resolver_no_merge_found` → no outcome written.

**Fix:** Added a two-pass match in `findRejectedMerge()`. Strict task-match first; fallback to "most recent MERGE between this ASSIGN(task=X) and this REJECT, within 100-broadcast window." Real-world workers don't reliably echo task fields; the fallback handles it.

The resolver called `rememberFact()` from `memory.ts` which writes to `~/.claude/zc-ctx/sessions/<hash>.db`. In Docker, that's `/home/securecontext/...db` inside the container — but the agent's MCP server (running on the host) reads `C:\Users\Amit\...db`. **Two different filesystems; the fact never reached the agent.**
