PR to let dls2-barebone cicd using already compiled dls2_msgs to speed up compilation. The cicd is done such that the dls2_msgs debian package is picked corresponding to the current commit pointed by the submodule dls2_msgs.
Notice that now the dls messages are outside dls2 repo, and are in the dls2_msgs submodule of dls2-barebone
