style: 💄 fix ruff format + markdownlint failures

ruff format flagged tests/test_ome_zarr.py (new long assert) and a
pre-existing wrap in workflow/scripts/_pw.py; markdownlint flagged a
pre-existing blank line between two adjacent blockquotes in README.md
(MD028) — insert an HTML comment separator to disambiguate them.
