fix: multi-runner-build-workflow release-please excludes#1572

Previously the package tracked the entire .github/workflows directory and excluded only release-please.yml and zizmor.yaml. As more unrelated workflows were added (build-*, flux-diff, terragrunt, org-*, shared-*, test-use-mise) they could trigger spurious version bumps of the multi-runner-build-workflow component, and the zizmor.yaml exclude became stale after that file was renamed to shared-zizmor.yml. Expand the exclude list to cover every workflow file other than multi-runner-build.yml itself.
