Fixes #240 

### Summary
* Update NEWS
* I'm reverting the NEWS.md update in this commit
d2d1747 and make a new entry under
0.6.0 noting that function is now removed from the package.
* Update DESCRIPTION
* Change the deprecated message to version `0.6.0`
