don't support in pdi 7.1.0.0-12 on windows

i have to use this plugin to connect RabbitMQ
my environment : pdi 7.1.0.0-12 、windows 10
i unzip the plugin to the folder {base folder}/data-integration\plugins\ic-amqp-plugin
and run Spoon.bat but can't find the step
