Cherry-pick of upstream PR instructure#2600 (atomicjolt, commit ce469f5) onto our release branch; applied via git-apply because the shallow clone has no merge base for a true cherry-pick. When a classic-quiz question is created or updated and the quiz has an assignment, emit assignment_updated for that assignment. Quizzes without assignments (surveys, practice) are guarded and emit nothing. Co-authored-by: Bryce Sederberg <bsederberg@atomicjolt.com>

Updating or creating a quiz question for classic quizzes with assignment creates a live event.
Two tests made for this issue. Both pass.
Ideal behavior verified with manual testing on test Kinesis server.
