#22533 caused massive internal test failures and in CTS. A large number of tests rely on SYCL headers to bring in OpenCL headers. We need to fix such tests and re-land the change.

The early_aot CI fail is not related, I was updating the runner

@vmustya @koparasy I've update the macro name to __SYCL_IGC_COMPILER__.

CI failures are unrelated. If there are more suggestions regarding the macro name, we can do that in a followup PR. Merging the PR to resolve downstream test failures.
