This PR prepares the test environment for features limits and activates them.

  1. Added seeder for public user to enable public sharings on test environments.
  2. Modified the seeder for plans so they do not repeat.
  3. Added a seeder to change file size limit to bytes instead of GB.
  4. Uncommented feature limits.
  5. Tiers are not being enforced if user does not have a tier assigned.

Let's change the free plan to a max file size limit of 100MB and the 200GB to 1GB max file size limit @apsantiso. This has also been updated on the Confluence doc accordingly.
