Document CompileAfter flag for resources

Any compilable resource has the CompileAfter flag as an option. This is not currently documented and should be.
Example usage:

<Resource Name="ResourceA.CLS" CompileAfter="ResourceB.CLS,ResourceC.CLS"/> 

Here ResourceA must be compiled after ResourceB and ResourceC.

When trying to use this feature, I ran into a problem. It appears that CompileAfter does not work for resources that also have Scope="test".
