[FusilliPlugin] Ensure plugin builds and is tested in dual pathed Multi-arch build

The multi-arch build now runs in mainline CI _alongside_ mainline (non-multi-arch) CI. We should ensure that fusilli + IREE is built and tested in the multi-arch while still being off in mainline CI -- this may require a few temporary kludges that will need to be removed when mainline is removed.
