Upgrade Sample from .NET 3.1 to .NET 8

As a user, I want to update to the latest version of .Net, so that I can use it in the latest projects.

TargetFramework: net8.0
You can place this in your .csproj files, upgrade your nuget packages and use the best practices whatever you need in that. And check the functionality once.
