chore: improve keyring maintenance path

Summary:

• Add focused unit tests for CLI argument parsing edge cases (missing service/username, invalid backend selection) and tighten type annotations on the backend priority resolution helpers; both files are small and changes are self-contained.
• Keep the change narrow so it is straightforward to review.

Notes:

• I kept this scoped to the relevant implementation and tests.
