Add META-AGENTE CODEX governance documentation

Summary

• add the META-AGENTE CODEX Parte 1 analysis under docs/analisis with its governing ExecPlan
• link the new meta-agent across indexes and provider/domain agent fichas so every workflow references the normative spec
• extend the documentation alignment tests to guard the presence of the meta-agent file, ExecPlan, and catalog references
