Output conformance audit results as a GitHub issue via safe-outputs

Replace GITHUB_STEP_SUMMARY output with create-issue safe output.
The issue is titled 'C# SDK Conformance Audit - yyyy-MM-dd', labeled
with 'automation', assigned to jeffhandley, and close-older-issues
automatically closes previous audit issues from this workflow.
