[JENKINS-76205] Add customization dialog for metrics trend chart #654

The trend chart for the metrics should get a customization. The configure button should be placed on the app bar. The dialog should follow the [dialog guidelines](https://weekly.ci.jenkins.io/design-library/dialogs/). The following items should be configurable:

  • visible metrics (LOC, NCSS)
  • number of builds
  • chart type
  • range of the visible axis

When looking at the metrics, it makes sense to look not only at absolute values but also at average values per class or method (where available). Additionally, we need to take care of different metric value types (integer numbers, percentages, etc.).
