[devbox] update go to 1.25.5 and disable CGO to workaround clang linker error (#2723)

## Summary

I will modify `go.mod` to have `go 1.25.5` in a subsequent PR (or maybe
release?).
Because we have a dependency in our Github Action tests (e.g. `Test
Flake Build`) on the `devbox-install-action` which pulls in an older
version of devbox. We need the `go.mod` to work for that older version.
