useSnapshot=false and autoIncrementPatch (lightweight tag) not working as expected

Attempting to use MAVEN strategy and setting useSnapshot to false, also using autoIncrementPatch with lightweight tags does not seem to generate expected versions.

attached is a patch that updates v1.9.0 to generate the expected versions.
