we should be able to turn off the table navigation layer even when we're out of the table

hi, I like this addon, makes the table navigation much ore faster and less tedious. however, there's a slightly miner suggestion / issue I have.
it's fair that we can toggle the navigation layer only if we're focused on the table, but we should be able to turn it off no matter where ever our focus is.

Hi, thanks for creating this issue. As of 2020 I am no longer maintaining Easy Table Navigator so I won’t be able to address this, but I did ask NVDA add-ons community if people can take care of this issue for you. Thanks.
