This is a follow up TODO for #61.
julia-vscode/SymbolServer.jl#303 added support for version specific manifests to SymbolServer after the major refactoring that moves everything into JW took place, so that code was not moved over into JW yet.
Having said that, I actually don't really think that supporting version specific manifests based on the Julia version that the LS runs under is a good choice, so we'll probably have to come up with a generally different design there.
