Add CI workflow

Summary

• Adds GitHub Actions CI workflow using the mise action
• Runs build and test tasks on every push
• Automatically sets up bun and other tools from mise.toml

Test plan

• Push to branch to verify CI runs successfully
• Check that build and test commands execute properly
