Fix what-is-kagent description to reflect K8s-native framing

Previous copy called kagent an "open-source programming framework" for
"DevOps and platform engineers," which conflicted with the homepage and
BYO-frameworks positioning. Reframes kagent as a Kubernetes native
framework for building AI agents and harnesses.
